Global Expression Of Interest For Providing Technical Consultancy Services For Mature Fields Management.

Introduction: Oil and Natural Gas Corporation Ltd. (ONGC) is the largest National Oil Company of India, established in 1956 and is currently operating across both Onshore and Offshore fields and contributing around 75 per cent of India’s domestic production. ONGC intends to enhance production from its mature fields and maximize the ultimate recovery through optimal exploitation of hydrocarbons with global best industry practices and latest technologies. For this ONGC is looking for Technical Consulting Firm(s) of International repute who have relevant experience with proven credentials and requisite technical resources to recommend customized solutions for enhancing production and improving recoveries from its mature fields.

To achieve the objective of enhancing production and improving recovery factor from four of its Onshore and One offshore fields, ONGC invites Global Oil & Gas Consulting Firm(s), to Express Interest for Pre-Qualification to participate in the tendering Process.

Prospective Firm(s) having experience, capabilities and strength in areas of Mature Field Development and Management are requested to express their interest in accordance with scope of work as brought out below:

Scope of Work: The scope of work of the consultant will be to analyse and identify the gaps in recovery from the five fields of ONGC vis-à-vis global peers for analogous fields and offer detailed plan with cost estimates and timelines for maximizing the production and recovery. ONGC intends to hire consultancy services for all the five identified fields simultaneously. The detailed Scope would include but not limited to the following:

  • Analyse field characteristics and production efforts so far carried out by ONGC, including review of reservoir models. Identify areas for improving the reservoir model(s) and suggest implementable solutions for improvement of the model(s).
  • Identify Recovery factors of global peers vis-à-vis ONGC for analogous fields (minimum 2 fields), establish causative factors for the variance and advise on potential improvement in recovery, if any.
  • Advice on the present state of health of the selected fields and suggest best strategy for improved reservoir, well and facility management including nodal analysis of production facilities for debottlenecking.
  • Recommend field specific, well-defined & implementable reservoir management practices and operational techniques in collaboration with ONGC Team to economically enhance production and maximise Recovery through IR/ER processes. Suggest and help implement key technologies in the area of field development, drilling and well completion, well intervention, well stimulation and artificial lift optimization etc. to improve operational performance.
  • Advise on Production and Injection surveillance through introduction of best in class data acquisition techniques for real time operations.
  • Submit detailed recommendations including cost estimates, within four months from the date of receipt of data from ONGC. Consultant is required to share the updated reservoir models with ONGC for monitoring of the project.
  • Hand hold ONGC in preparing detailed Scope of Work and Cost Estimates for hiring of Technical Solution Provider for implementation for each of the five fields. The expected timeline for this engagement would be one month after acceptance of Consultants’ recommendations by ONGC.
  • Provide consultancy during the implementation stage and for mid-term correction as and when required during the production enhancement programme on man-days/call-out basis either onsite or at Consultants’ location.
  • The tentative association of the consultant during implementation/execution of the project is envisaged to be around three to five years.

EOI Conference: ONGC invites all eligible Consulting Firms to the EOI Conference on March 5-6, 2020 at 11.00 hours at the following address: Institute of Oil and Gas Production Technology(IOGPT), Oil and Natural Gas Corporation Limited (ONGC), Phase-II, Panvel, Navi Mumbai – 410221, Maharashtra, INDIA

The Interested EOI participants must confirm their participation to ONGC, well in advance, latest by February 24, 2020 to enable ONGC to make necessary arrangements.

The EOI participants are expected to bring out any queries / requirements / clarifications to submit a comprehensive proposal to meet the stated objectives and deliverables of the EOI.
