Notice Inviting “Expression of Interest” (EOI) for exploring /identification of suitable service providers/partners for shallow/ultra-shallow water drilling in Northern part of Tapti Daman Sector.

Oil & Natural Gas Corporation Ltd. (ONGC) a premier E&P Company of India having “Maharatna” status under Ministry of Petroleum and Natural Gas, Govt. of India. ONGC has been conducting drilling for exploring hydrocarbons by engaging hired drilling contractors. Expression Interests (EOIs) from reputed and established Service Providers/Vendors/Companies/Consortium of Companies having requisite experience, capability and specialisation in carrying out job as detailed below for undertaking “Drilling Shallow/Ultra Shallow Water wells along with Integrated Drilling Services”. I.

Broad Scope of work. A. ONGC Mumbai plans to explore Shallow/Ultra-shallow water offshore region for its PML/ML/OLAP Blocks utilising resources of services companies with expertise in Shallow/Ultra-shallow Water Drilling. The proposed locations have a shallow bathymetry in the range of 4-20m and wells vertical/directional are planned to an approximate depth of 4000m. The challenges of such Ultra Shallow/Shallow Water Rig deployment include shifting sand bars, tidal variation, scouring problems etc. B. Presently such shallow bathymetry locations are proposed for drilling in the Northern part of Tapti Daman Sector. At present nine (9) shallow/ultra-shallow bathymetry locations are available and planned to be taken up as a campaign. The location details are annexed at Annexure-I and prospect details at Annexure – II. Further, there is likelihood of acquiring two DSF (Discovered Small Fields, Gauri & Ambe) in North Tapti area so, as a consequence more shallow/ultra-shallow water locations are likely to be appended. C. The prospectus of drilling shallow/ultra-shallow bathymetry locations utilising Charter Hired Integrated Drilling Services is being explored. D. The commonly utilised casing policy is: 30”/26” x 20”/18-5/8” x 13-3/8” x 9-5/8” x 7” x 5” including Liner casings as required. E. The primary objectives & requirements of the EOI are as under.

1. To shortlist list bidders, Expression of Interest (EOI) is invited from globally reputed Drilling Service Providers or Consortium of Companies willing to perform shallow/ultra-shallow water drilling operations with suitable Drilling Unit along with Sea Logistics Services.

2. Broad Drilling Unit capabilities expected; Bidder to submit details of capabilities of drilling unit as per format at Annexure – III.

3. Broad scope for Sea Logistics; (i) The Sea Logistics services shall be capable of operating in Western Offshore region of India. The capabilities required include Towing & Positioning of the Drilling unit using and transport of Material & Men To/From Drilling Unit (AHTS/Barges etc). (ii) Bidder to submit a broad note on how they plan to fulfil the Sea Logistics requirement.

(ii) Registration of Firms for participating in EOI, last date for submission of EOI document along with copy of presentation and confirmation to attend the EOI meeting. 10th January, 2022 (iii) Date of EOI Meeting. 11th January, 2022 (iv) Mode of EOI Meet: ONLINE. (v) Confidentiality All information received by ONGC as part of this EOI, will be ONGC’s property and will be kept strictly confidential and utilized for its internal purpose only. (vi). Disclaimer (a). This EOI is essentially an exploratory exercise for the purpose of identifying interested agencies having similar experience. This EOI is no way a commitment to award any contract for the same. However, interested companies/agencies will be allowed to participate in the regular bidding process initiated after this EOI subject to qualifying as per BID evaluation Criteria. (b) It is also clarified that ONGC shall not charge any processing fee for this EOI. ONGC reserves the right to accept or reject the EOI and no communication in this regard shall be entertained from entity/party. (c). ONGC reserves the rights to accept, reject or modify the suggestions presented/submitted against the EOI while finalizing specification, scope of work for tender which shall be invited after this EOI process.
