Expression Of Interest (EoI) For “Protective Coating Of Well Head Platforms Project-IV (PCWPP-IV)”

Introduction: Oil and Natural Gas Corporation Limited (ONGC), hereinafter called as ‘ONGC’, is engaged in exploration and production of oil & gas of Western Offshore Fields in the Arabian Sea on the continental shelf of Western India. The fields are well developed with an extensive infrastructure of wellhead platforms, process platforms and pipelines. Western offshore consists of three assets viz. Mumbai High (MH), Neelam & Heera (N&H) and Bassein & Satellite (B&S). As the Well head platforms in these fields are operational for several years in the marine environment, their structure, piping, equipment, pressure vessels etc. have got corroded and require maintenance painting to prevent further corrosion. The work of maintenance painting at offshore Well head platforms mainly consists of surface preparation and protective coating of external surfaces of structure, piping, equipment, vessels etc. from (-1) MSL to top of topside. In addition, repair works such as replacement of grating, handrails, structural steel and replacement other miscellaneous items are also required to be carried out on these platforms. ONGC has awarded three LSTK contracts PCWPP-I, II & III in 2018, 2019 & 2021 respectively for Maintenance painting and repair works of 25, 47 & 46 well head platforms respectively. PCWPP-I & II projects were executed from 2018 to 2021. At present, PCWPP-III Project is under execution with completion by May’ 2023.

Invitation to EOI: Offshore Engineering Services, ONGC Mumbai invites Expression of Interest (EOI) from prospective bidders for “Protective Coating of Well Head platforms Project-IV (PCWPP-IV)”. Interested Protective bidders are requested to submit their EOI by 14:00 hr local time (IST) of 15th June, 2022 in the format for submission (Refer Para 6.3 & 6.4). EOI meet/ Interactive session shall be held on Thursday, 16th June, 2022 from 14:30 hr (IST), at the 4th floor Conference Hall, ONGC 11 high Building, Bandra-Sion Link Road, Mumbai-400017. Scope of work : “Protective Coating of Well Head Platform Project-IV (PCWPP-IV)” envisages Maintenance painting and repair work of Well head platforms (WHP) in Mumbai High (MH), Neelam & Heera (N&H) and Bassein & Satellite (B&S) Fields in the next 5 years (i.e 2023 to 2027). The major (but not limited to as mentioned here) activities for accomplishing the Project objectives require Survey, Design & Engineering, Procurement of Materials, Fabrication, Transportation, dismantling / removal and disposal of damaged materials , Offshore Installation, maintenance painting of Well head platforms.
