Expression Of Interest (EoI) for Development of QBS Matrix and PQC Criteria for Empanelment of Design & Engineering Consultants (DEC) - Onshore Projects.

Introduction: Oil and Natural Gas Corporation Limited (ONGG) is seeking to empanel Design & Engineering Consultants (DEC) for both the Pre-Award and Post-Award phases of LSTK contracts. The consultant's Pre-Award responsibilities will extend up to the award of the LSTK work.

In the post-award phase, the DEC will participate in the Design Kick-off Meeting, review document control indexes (DCI/ MCI), validate document weightages and submission schedules aligned with procurement and site execution, and establish a milestone-based system for monitoring design and engineering progress in line with the project delivery schedule.

Objective: The primary objective of this EoI is to develop a robust Quality-Based Selection (QBS) evaluation matrix for the empanelment of Design & Engineering Consultants (DEC) under the Onshore category. Through this EoI, ONGC intends to establish a structured framework for assessing and empanelling DECs based on their experience, technical capability, and suitability for projects of varying complexity and capital investment.

Once the empanelment process is complete, ONGC will invite offers from the qualified agencies for specific jobs, as required, along with detailed special conditions and scope of work. The empanelled agencies will be expected to confirm their acceptance and readiness to undertake.

Submission Guidelines:

Interested parties are invited to submit their EoI documents, clearly indicating the applicable category as specified against each of the project submitted in support of their experience. The EoI submission should include the following information:

  • Experience Details: A comprehensive list of Design & Engineering contracts or projects executed over the last seven years, including a brief description and scope of work for each project.
  • Project-Specific Details: The order / completed value (in terms of INR or USD) of each of the Detailed Engineering Consultancy contracts listed.
  • Details of the Engineering Databases and Software Systems available with the agency
  • Manpower resource details as specified.
  • Submission Deadline: 10th Dec. 2025
