Terra Clean Limited (TeCL), a subsidiary
of Indian Oil Corporation Limited, has issued a tender to develop an end-to-end
(E2E), Inter-State Transmission System (ISTS)-connected 100 MW (±3%) wind
energy project in Gujarat.
Terra Clean
Limited has invited bids for the project until April 17, 2026, at 3:00 PM.
The project
is expected to be completed within 23 months from the date of the Commencement
Order or the Kick-off Meeting, whichever is earlier. The Commencement Order
will be issued within 15 days from the date of the Letter of Acceptance (LoA).
The tender
document will be available for download from March 20, 2026, to April 16, 2026,
and bid submission will begin on April 12, 2026, at 10:00 hrs IST.
Scope of
Work: Under the scope of work, Terra Clean Limited requires bidders to furnish
an Earnest Money Deposit (EMD) of ₹2,36,97,000, payable online through net
banking, NEFT, or RTGS, or in the form of a Bank Guarantee (BG) from any
nationalised or scheduled bank, or an Insurance Surety Bond (ISB) in the
prescribed format.
Technical
Criteria: Terra Celan Energy requires the bidder, either as a main contractor
or as a subcontractor, to have completed similar work of at least 15 MW in a
single work order and cumulatively 50 MW during the last seven years, ending on
the last day of the month preceding the original bid submission end date.
Additionally,
the bidder is expected to have prior experience in undertaking similar work.
Specifically, the developer should have experience in developing a wind power
project comprising land acquisition, aggregation, or arrangement; design and
engineering; construction; installation or erection; and commissioning of Wind
Turbine Generators (WTGs), along with power evacuation infrastructure of 66 kV
or above.
